This is the fourth and final island. To get this quest, you have to have found the plane cables and the first battery. You will be informed you need to check the next island over to find another battery.
You will be able to hop on a boat at the docks which takes you to the north of La Sonda. Here you will find Kovac with an ultra-light. After talking to him twice he will give you the materials needed to repair the Ultra-light, which allows you to travel to the fourth and final island. Upon arrival the achievement should unlock.

You'll have to find some parts for Ramon to fix a seaplane and then he'll tell you tell travel to Santa Barbara Island for a replacement battery. You'll need to travel to the northwest part of the island where you'll have to talk to Kovac twice before he'll let you use his vehicle to travel to Santa Barbara Island. Once he gives you the ok you'll have to fix it (naturally) with the engine timing belt that Kovac gave you. Fix it, use it to travel to Santa Barbara Island and the achievement will unlock.
