HUMANKIND

To earn this achievement you must select options within the civics screen that will alter the "purple bars". There are four of them and they all need to be in the extreme left OR extreme right. It can be mixed (for instance 2 on the extreme left and 2 on the extreme right). Within the purple bar you can see white squares. Even those need to be at the complete max and then this achievement will pop.
