To cut down forests you must select an army and then choose the tree symbol and select a forest to cut down.
You can do this in your territory to speed up building within that city, however, forests are also great ways to hide units in during battle.
Therefore, the ideal approach would be to do this after you researched the regrowth of forests (in Early Modern Era). That way you can cut down a forest near your city to speed up the building AND regrow it asap to keep your playing field intact.
If you want to get this achievement as quick as possible: use all your armies at the same tim to cut down trees on multiple places at the same time. You should be done within 5-10 turns.
