You will meet tribes that settle in territories around you, most tend to be hostile but you should eventually find one that is peaceful.
Nothing else is needed besides seeing one of their explorers or warriors for the first time! The achievement should pop after meeting them!

Just to add to the above: playing on lower difficulties will make you meet more peaceful independent people than higher difficulty.
On top: peaceful independent people or not always immediately friendly from the get go. They could be neutral instead. You can see this when selecting their city and check their status. You can see a little bar which shows your progress. To make it go up you can spend influence of money to make them like you more. This also goes naturally but if other Empires reaches "friendly" sooner, they might assimilate them before you are friendly with them.
So, you meet independent people and this achievement did not unlock? Time to put in work to make them friendly.
