You can hire armies from Independent People to fight on your side.
To be able to hire armies you will first have to grow your reputation by them. Click on their city and you can see your progress in the right below corner. Your rep can grow naturally of both your ideologies match, but it is more safe and quick to just pay some more or influence to increase your reputation.
Once your rep is full enough just click on one of their non-defending armies and you will see there is an option to buy them. Do this 5 times and this achievement will pop.
The same goed for the achievements to hire ten and fifteen armies.
