This will come naturally when playing through each act. During each Act, the map is made up of little provinces. Each move you make moves you into one province. As you move in Act 1 of the Dracul campaign, you will automatically claim a province. During Act 2, you must manually claim each province by using an action point. If you claim every province in Act 2, you should get this achievement.
