you can have 12 lords in sand box mode. I just did an easy difficulty conquest.
left a lord checking for when I could purchase another.
the achievement seems a bit bugged I had to save and reload after I got 12 lords for it to pop for me.

This unlocked for me with only 7 Lords on my 3rd sandbox game so it is possibly cumulative over multiple games.

I made custom settings, only had 8 slots available for lords. Achievement popped after saving and reloading with max capacity

I got this with 7 lords, and hadn't used the card yet. All I had to do was Turn a lord at a manor.
