This is unlocked for defeating Garuda Cruel on your second trip back to Tai Krung, following your second visit to Mount Sumeru.
You need to go back up to where you fought him the first time (through the club, and up the long way; elevators will be out of action). There are a number of mini bosses along the way but none are particularly difficult.
The boss fight is exactly the same as the first time, so just follow the same strategy and you should be able to easily defeat him. I used Ajna, Tungar, Yan and Razmi for this fight.

Hmm, just beat him on the Wins 10 version, and this didn't pop.
Ok weird, it popped as I was making my way back up the city from an older save to try beating him again. I don't think I was offline when I fought him the first time, but maybe I was?

Story-related and cannot be missed.
On your second visit to Tai Krung later in the game, you'll have to beat the boss Garuda Cruel. He'll be in the same place you fought him the first time and, in fact, the fight is basically identical. Once you beat him, this trophy will pop.
