You'll get this while playing through the campaign missions, especially on hard, but if you want to get it earlier, start an Endless game with everything on Easy. The map and starting year don't matter. You should have $10 million to start. Move the cursor to any open space and press 
to open the build menu. Press 
until the Build terminal menu is selected. Use the d-pad to select the Small Truck Terminal and press . Exit the build menu and press on your new terminal. Press to get to the "x2" menu and change the number of vehicles to 5 and press twice. Clear any warning messages about your trucks not having destinations with 
and then select the terminal again. Repeat the above steps 4 more times and you will unlock this achievement as well as
