Story related. You will earn this on your Good Karma playthrough.

Further on the story, Zeke will tell you that the Transfer Deviceis hold up in a place called Fort Philippe. Kuo thinks she can win and gain the trust of the Rebels for their help, while Nix suggests you dress her up as a militant, start up a fight, and you swoop in to save the day. Once again, you’ll be given the option to either go with either one. Head to the blue marker to work together with Kuo, and upon completing it, you’ll unlock the trophy.

This trophy will pop after completing the "Hearts and Minds." branch of this mission which is the good karma choice

When Nyx and Kuo argue about whether to deliver medical supplies to the rebels or simply deceive them, choose Kuo's proposal. If you choose the Knicks offer, you will receive the " Duplicitous " trophy.

just always choose kuo when playing the game for the first time; and when you play the second time, play on a high difficulty level and always choose nyx!!!
