You don't have to actually create a whole new level for this to pop. Simply pause the game and go to the UGC section. Then click on Create from either a Template or from scratch. As soon as it loads up, you can pause, then click on exit, save the UGC and be taken back to New Marais. After a few seconds, the trophy should pop.

While you can spend hours slaving away to create a masterpiece, and if you do then hats off to you, but if you are just look for the trophy then this should take no longer than a minute. Simply pause at any point while playing the game and go to User-Generated Content. You can create an empty mission or a mission from a template, it doesn't matter. Then once you are in the editor, simply Pause > Exit Mission Designer and select save when asked if you want to. The trophy will pop shortly after.

After completing a story mission, custom missions will become available to you (you will know about this because you will be asked to accept the user agreement). Go to the menu, select “user materials”, and then select “create a new operation” (or “create an operation using a template”). After that, place something on the card and click on "exit". The game will prompt you to save the mission. Click "yes" and the trophy is yours!

We just stupidly run up to the user’s mission and click edit. Then we move some crap and save it. That's it, the trophy is yours)))

Also, as an option, you can change the mission of another person. Stand on the green marker and click . A menu will open, the slightest change and you can exit, saving the changes. Afterwards, the mission can be removed from the list of missions you have created through the menu.
