I got this during the first UGC mission. The park is one of the entrances to the Underground. Abandon the mission and enter from this door. After a casual wire grind to the end, exit out of the other door.

After the mission "Cross of Thorns" you will have the opportunity to wander around the city. Return to the catacombs, jump onto the rails and cross the cave to the next exit. As soon as you find yourself at the opposite exit, you receive a trophy.

For those who overslept and cannot find them, the catacombs are marked with a white cross on the map.
