This solution seems long, but it's more a matter of explaining what counts, what doesn't count, how to force the game to save, and how to fool the game into letting you try again.
To get this achievement, you need to complete all venues of a city (and any top secret missions) without using hints, for every city.
This also must be done in single player, not in local co-op. Thanks, Reron, for the clarification.
The cities are:
San Francisco (3 venues)
New York (3 venues + Top Secret)
Hollywood (3 venues + Top Secret)
Beijing (3 venues)
London (3 venues + Top Secret)
Moscow (3 venues + Top Secret)
Barcelona (3 venues)
Tokyo (4 venues + Top Secret)
Paris (3 venues + Top Secret)
Rome (4 venues)
Cairo (3 venues + Top Secret)
Some helpful hints:
1. You'll need to beat all venues in a city in one go. If, while playing San Francisco, you use a hint for venue 1, then beat venues 2 & 3, you can't restart the SF level, finish venue 1 without hints and have it count. You'll need to get venues 2 & 3 without hints again.
2. You don't need to beat the city without hints on your first go. Just play the game as normal if you want to go for the other achievements without sweating this one. You can always return to a city to replay it later. This was the last achievement I got in the game.
3. You'll need to keep track of the cities you've beat without hints, as the game does not let you know in the menus. Grab a piece of paper, list each of the 11 cities on it, and cross them off as you go.
4. After beating every venue of a city, you'll go to a score screen. If you received a "No Hints Used" bonus for 5000 points, you've successfully completed the city without hints. Back out to the main menu so your game will autosave (the screen will say "Please Wait While Your Session Is Finalized"). Cross it off of your list, you're done with it.
5. You don't need to beat the cities in any order. For example, based on the order in the above list, i got the "No Hint" bonus for San Francisco, then Cairo, then Rome, then worked from New York down to Paris, and got the achievement after completing Paris.
6. While working on a city, every time you complete a venue without using a hint, back out to the main menu to force an autosave. Then return to the city and move on to the next venue. Make absolute sure you did the venue without hints, though, as game does not let you know at this point.
7a. Take a quick look for the bonus items at the beginning of each venue, especially the "?" items, which grant you an additional hint. Why? Well...
7b. If you're sick of looking and just have to use a hint, don't sweat it, just use it and remember the location. At this point, you might as well use the rest of your hints at that venue for some freebies (remember their locations too!) However, DO NOT complete the venue by clicking on the last hidden item. Hit the dashboard button, and back out to the XBox 360 dashboard. If you do this, then you will still be asked to find the same items for that venue when you reboot the game and reload your save file. If you've been forcing an autosave after each venue, you won't need to replay the venues you've beaten so far in that city, either. Be warned, though, you're facing a good 90 seconds of load screens by backing out to the dashboard. It doesn't sound like much, but DAMN it's boring stuff.
8. If a city has a Top Secret mission, then you'll immediately be thrust into it after completing the last venue of a city. Essentially, cities with these missions require you to do 2 venues (the last venue and the top secret mission) before you can save. Think of them as "boss fights". :P
9. If, when you get to the score screen for a city, you do not get the "No Hints Used" bonus, you'll need to repeat the city, and the items you're required to find will be different. So, for emphasis, make absolute sure that you beat a venue without hints before backing out to force an autosave.
The achievement will pop on the score screen for the final city you've beat without using hints.

I found a trick to make this achievement very easy if you stuck on a mission just quit out to main menu by doing so the game will save your progress after that go back to your mission and use the hints to discover the location of the remaining items (Do not finish the level).
After that quit to dashboard from middle of the mission, by doing so the game wont save your progress and you can finish every mission easily this way.
