Spawn at The Itching Fields: Planetary Flotsam
Go left across the tiny islands to the far left where there are 3 Skippers floating around and the waterfall. Go under the purple plant of the first skipper you come to on your left as you land your jump to the island and wait.
Note: Any of the plants they are perched on should work. They do land on the flowers at different spots so you may have to adjust to poo angle. The Skippers won't attack you so don't worry about that.
