How to unlock the Freeroamer 2 achievement in Just Cause 2 - Definitive Guide

The easiest way in my opinion that I have been doing this is by using the grapple hook going roof top to roof top of the village. When you get near a pick up item, a white arrow will be visible on your screen. So on top a roof, you will know if one is around that building or not. plus, you can see as flying to the next building if anything is between them by looking for the white arrow.

Then after I get all the collectables I found, I destroy the gov. property. I save this for last so I can leave right after and not be killed looking for the pick ups. This strategy has been working pretty well for me on most of the settlements.

Thats how I do it too. Have you noticed that there are patterns to the collectibles. There will either be equal amounts of everything, one of everything but loads of something else, loads of one thing and nothing else, or one armour and cash and loads of weapon and vehicle parts.

Yeah I have noticed some sort of pattern. And after a while, the placement of the items becomes more and more predictable. like I have noticed with water towers, half the time one is up there. And anytime you see something unique to that area, there is a good chance of one there too. like building ruins or similar things that may be around a town.

Anyone got a clue whats up with the oil rigs? I can never seem to reach 100% and i read somewhere theyre glicthed anyone having the same problem?

Did you destroy the very top part of it, and also, check the underneath side of the oil rig with a helicopter for gas tanks that may be down there and shoot at them from the helicopter.

As others have noted, completing a location to 100% requires that you collect all resource items and destroy all Panauan government property in the area. You need to do this in 100 locations to earn this achievement.

Finding the resource items is easy: look for the proximity indicator in your HUD (top left corner); the more bars you see, the closer the item. These items can be weapon parts, vehicle parts, armor parts, or money boxes. Just keep covering all of the ground within the location's area (if you see a % in your HUD, you're in a location) and keep watching the proximity indicator.

Finding the government property is a bit more difficult, as they are not identified in your HUD. However, when you aim at them, the building's name and health will show (with the chaos symbol, the scorpion). And, of course, they will have red and white paint, with the Panauan star on them. Just blast away as these until they explode.

Exceptions: Fuel shafts and pipelines both require a quick-time event to destroy, rather than shooting. Communication antennas require that you extend them (press Y at the three consoles that surround them) before you can shoot them.

Some general tips on getting 100% in a location:

* Come with a lot of firepower. Grenades are very effective; I also recommend upgrading the assault rifle or machine gun as soon as possible. Best case scenario: Bring an attack helicopter or Stonewall/Razorback (light tank).
* Get good at grappling. Not only are many items on top of buildings, but it is helpful to grapple out of danger. Sometimes fighting the spawns can be a losing battle, both in terms of health and time lost killing enemies.
* I prefer to destroy all property first. I get the resource items that are around/available, but I'd rather come back to an item with a beacon than skip a piece of government property and forget where it was.
* Note that SAMs do not appear to contribute to your location completion %. Faction items also do not count.

Some tips on choosing locations:

* If you're just working on this achievement at the moment, always focus on villages (locations with a house icon). Some of these locations can have very few targets; I've visited a few that only had 2 or 3 resource items to reach 100%. The biggest problem you'll usually have in a village is a propaganda trailer.
* Avoid cities. These are incredibly rich in targets, and they're not always in the most obvious locations. Don't waste your time finding the last water tower on a small building surrounded by larger buildings, a resource item on top of skyscraper, or a propaganda trailer in a park.
* Military bases and naval bases can be worth it. Yes, more targets and more enemies, but most of these locations also have military hardware that make your job easier. You can do serious damage -- fast -- with a mounted gun you've removed from its base.
* Best areas for villages: Archipelago in the northeast; central coast area; south-central delta area; southwest desert; eastern jungles.

I would start by discovering a lot of locations.
Then, go through each one on your map, and in the bottom right it gives the amount of chaos you get for completing the settlement 100%.
Look for the settlements that give you 500 chaos. They are usually the easiest ones to complete.
Other easy settlements to complete, as suggested above, are oil rigs and communication bases.

In order to complete a location you need to do two things; destroy all Panauan equipment and find all resource crates.

Destroying the equipment is done by, well, blowing it up. Sometimes it requires only gunfire and sometimes it requires heavy weaponry. Using helicopters works fine. For information about what exactly is destructible I advise having a look at

. A quick word of advise though, watch out for transistors as they are mounted on posts and well hidden.

To find the resource crates you should watch out for the homing signal. As soon as you enter range, the top left of your minimap will display a signal power meter using the same measurement system you should be used from cellphones. The stronger the signal gets the closer you are.

The completion percentage will be shown as you collect/destroy items and should give you an indication on how much there is in total and how much you still need to do to complete the location.

This is probably one of the longest achievements to get in JC2, so this will take at least 10 hours as indicated. I 100% more villages than any thing else but any location you find on your mini-map will help to complete this achievement. There are about 200 locations, but even 100 is a lot so here is a list of different types of good locations to 100%;

Villages
Communication bases
Military bases (they vary on size and try not to go for the ones with the big rocket structures)
Faction bases (bases you take over) [I know these can be a pain to 100% as they have hidden resource items but they have no enemies in them].

Note: SAMS don't count for the 100% of a location, but destroy them immediately if you come across one in a helicopter.

To complete a location, you must destroy all government property (propaganda vans, statues etc.) and collect all resources at the location. It is wise to collect resources first and then destroy government property, so you don't have to run around with a wanted level.

Above your minimap on the left side there will be a tracker that that will show you how close you are to a resource. The closer you are, the more bars on the tracker will fill.

100% 100 of the locations to get this achievement. (There are over 300 locations total)

Note: Most military bases have 15-20 total objects that must be destroyed or collected, while civilian villages usually have 5-7. Therefore civilian villages are a lot faster to complete than military bases.

This is the second of two Freeroamer trophies, the first (Freeroamer 1) requires you to get 100% on just 15 locations, this trophy requires you to get 100% on 100.

To get 100% on a location you will need to do a couple of things. Firstly you will need to find all of the different resource items (weapon parts, vehicle parts, cash stashes & armour parts), secondly you will need to complete all different types of sabotages. The number of resource items that need to be found will vary, the same goes with how many sabotages you need to complete. For example, in the bigger locations such as bases you will need to do more for 100% whereas in a small village you will only need to do a few things. All locations that can be discovered count for this trophy.

I recommend you follow my other tips on how to find the resource items, like keep an eye on the radar and look for a little shine in the distance. When the radar disappears completely this will most likely mean you have found all resource items & if you still need some percentage then you will need to find the remaining sabotages.

To see how close you are to completing a location just look for the small percentage near your health meter. When you finally reach 100% ‘Settlement Complete’ will show up on the screen, also any completed locations on your PDA will have a green tick on the icon.

NOTE: I noticed early in the game that some of the SAM’s didn’t count towards the 100% completion in some areas. Yet after I completed the game & found more locations I noticed these were required. Just look for the percentage increase when you destroy one, if it goes up then they are needed in the location you are at.

In fact, there are more than 500 locations in the game (in addition to settlements, this includes all sorts of ruins and abandoned or unfinished installations), but “open” and you can only clear 369. One of the “unlockable” not marked on the map. This location is in the Berawan Besar mountains and will "open" (will be included in statistics) only during the execution of one of the faction missions.

As for clearing, the main thing here is to understand how to clear a particular location. First of all, all supply drops (boxes with orgy parts, transport, money and armor) can be found using the radar located in the upper left corner. The closer you are to the box, the more bars appear on the radar. As for sabotage, their number and type depend on the place you are clearing. These can be villages, cities, military bases, ports, airfields, oil and gas platforms and communication centers:

Villages are simple settlements, sometimes consisting of one street and a few houses. In some of these villages, it is enough to pick up 1 box with a supply drop for 100% completion. Also in villages there may be: 1 statue of the dictator of Panay, 1 water tower, several windmills (visible from afar), 1 propaganda trailer, 1 gas station (2 or 4 pumps), several generators (usually behind a mesh fence) and the most disgusting thing - transformers . Why disgusting? Transformers are small and difficult to notice; sometimes you run in circles for tens of minutes with 97% hanging and don’t understand what to look for. So, if this is a village and the radar does not indicate the presence of a supply drop nearby, then in most cases it is a transformer hanging on poles in an alley.

Cities are the most difficult to clear. The game has 6 small cities, which are essentially large villages (the set of activities is the same), as well as the capital of the state - Panau City. If you dare to clear the capital, then be prepared for difficulties. This is a gigantic territory consisting of 4 islands connected by bridges. Each island has a separate area of ​​the city (port, business center, park and residential area); clearing each area can take several hours (for example, 100% in the business center took me more than 5 hours). In the capital you need to look for: gas stations, propaganda trailers, dictator statues and water pumps. In each area there are hundreds of objects of sabotage, thank God there are no generators or transformers. All supply drops are located on billboards and sometimes roofs. Sometimes it happens that the area is 100% complete, but the mark does not appear (i.e. the location has not been cleared) - this means that somewhere there is either an object of sabotage (a trailer or a water pump) or a box.

Military bases - there are several types of them, there are both small camps in the jungle and huge installations like Castelo Sing (the action of the 4th Agency mission takes place here). At military bases there can be a huge number and variety of sabotage objects: 1-2 radio towers (260-meter mast), fuel tanks, 1 biofuel mine (to blow it up, you need to go down into the mine, kill the grenadier, hack the computer and run away, this mine will not explode until you get out of there), tanks, 2-4 air defenses, radars, 1-3 radio towers (always paired with a generator), satellite dishes, 1 pipeline (like a biomine, it is destroyed only through terminal hack) and 1 water tower. I advise you to fly to the bases in a helicopter with missiles, first of all to blow up the air defense, and then everything that is red and white. Then you can go down and collect boxes on foot and blow up what you missed. Several bases, due to their architecture, can be confusing - sometimes you run with 96%, and there is nothing around to pick up and blow up. The fact is that somewhere outside the base there is a communications center (sometimes quite far away), and that’s what you need.

Ports are essentially the same military bases, except that they can also contain huge port cranes as objects of sabotage. The "skull" island, located in the center of the map and being the military port of Pulau Berapi, has a huge amount of sabotage: almost 70 fuel tanks, a pipeline, 2 radio towers with generators, as many as 6 air defenses, as well as 10 boxes of spare parts.

Airfields are, again, the same as at military bases. I noted them separately because there are only 2 airfields in the game where the Bering l-86DP aircraft spawns, which is needed for the trophy associated with traveling on all types of transport. These are Kem Udara Wau (X:22166; Y:23240) and Kem Jala Merpati (X:9580; Y:28260). The fact is that if you capture both airfields 100%, then Bering (if you haven’t ridden it yet) will not spawn in them and it will be almost impossible to find it (either by chance in the air, or by glitches). So before you take on any of these airfields, be sure to jump into the Bering taking off.

Oil and gas platforms - there are only 11 of them and they are all the same. Sabotage: 1 tower (top of the platform), 1 radio tower, 3 generators, 13 fuel tanks, 1 crane, 1 air defense. In addition to sabotages, there are 7 boxes with supply drops on each platform. Important! Under no circumstances clear the Pelantak Minyak Gerudi Besar platform (X:790; Y:22480), otherwise the Black Gold mission (given by local communists) cannot be completed. Only after this mission can the platform be cleared 100%.

Communication centers are the easiest installations to clean. There are 75 of them in total and to complete each one 100% you just need to demolish the radio tower + generator, the communications tower (activated on 3 terminals) and pick up 1 box. One of the communication centers, located in the south-eastern part of the archipelago, in the mountains, also has a radio tower.
