As stated by ReAl ImPuLsE in the Heroic Agent guide you will unlock this achievement once you finish Story Mission 7 if playing on Normal Difficulty.
If You don’t mind a challenge I recommend playing on Hardcore difficulty. You will unlock this achievement along with ‘Heroic Agent’ and ‘Legendary Agent’ at the same time. It’s not overly hard.
