If you're going for this achievement on your own using two controllers a good place to do it is at the beginning of Chapter 5 - Coming Home. There are two pillars straight ahead of you, put Kane between them and put Lynch in cover behind either pillar then fire so the enemies start firing back. When Kane falls come out of cover revive him and get back into cover behind the pillar - and keep repeating. It took two to three minutes to get the achievement on hard.

As you cant actually shoot your co-op partner, the best way i found to get this is to throw gas cannisters and extinguishers at your partner, shoot them so they explode (usually downing your parter) then just go and revive them.
The best place i found to do this is about halfway through the second level. "The Details", when you are inside the multi storey car park. Theres loads of fire extinguishers you can use, kill all enemies first to make it even easier.
Must be done in co-op by the way, either split screen or online.

If you are like me no patient enough, you can do that at the end of stage in the room with ice blocks, just after the market place. It is a corridor with 4 gas tanks.
Throw one next to your partner (not t the partner or you would not be able to shoot) and fire. Rinse and repeat then load your game, you should start at the entrance of the cold place. Do it until you got the achievement.

when prompted. Note that the game will not alert you in any way as to when your partner is down, so the only way of knowing is either by headset communication or by directly seeing it.
