To reach 350 MPH you need to activate the "Super Boost" power-up (It has the three arrows). I got to 352 with Vigor but also tested with Xia and Cera, so it should work with any character.
*If you're having trouble getting the "Super Boost" power-up, simply enter a practice race and park on a yellow diamond until you do.
