To unlock mostly every Weasley character you must play through the Story but here are the easiest ways to unlocked each Weasley.
Arthur - Unlocked during Kreacher Discomforts in Year 5 by hitting all of the red and green items in the Kitchen. Cost: 20,000
Fred -Unlocked in Weasley Wizard Wheezes by hitting a box next to the code entry board twice.Cost: 60,000
George - Unlocked in Weasley Wizard Wheezes by hitting a box to the left of the Code Entry Board twice.Cost: 60,000
Ginny - Unlocked during Love Hurts (Year 6) by using Aguamenti on the fire after taking the potion out, and then digging through the ashes.Cost: 100,000
Ron -Should automatically be Unlocked
Bill - Unlocked during A Not So Merry Christmas (Year 6) by taking the light from the lamp by the door and bringing it to a lamp in the garden. When the flowers have grown, destroy them to cause a big one to appear. Now, claim your reward by using the Air Column. Cost: 10,000
Charlie - Unlocked in the Weasley Courtyard by using Sticky Trainers on the wall near the entrance.
Cost: 30,000
Molly - Unlocked during A Not So Merry Christmas (Year 6) by using Lupin to dig up a strong handle that you can place on the shed. Use his werewolf form to reveal a Quibbler dispenser and take the Spectrespecs to build a mangle nearby. Turn the mangle to get the token.Cost: 750,000
Percey - Unlocked at Campsite by hitting three frogs near the pond with any spell. Cost: 30,000
I personally found it easiest to do this in the Great Hall Entrance or the Weasley Courtyard just to the right of the Great Hall Entrance

You unlock Weasley boxes in your the middle of year 5, you then have to use one with every Weasley, by the end of the game you should have used one with Ron, George, Fred, Ginny, Arthur and Molly.
This should leave you with Bill, Charlie and Percy still to use. Once you unlocked them find some polyjuice potion, change into the 3 Weasleys and have them use a Weasley box, one can be found outside the great hall to the left.
