Can be done on the fourth level of the First year, The Restricted Section. As you start the level, pause the game, then go to options and turn down the audio to 0 and turn music off. Then achievement!
Also this can also be done in the Hogwarts Hub world by visiting the library there and doing the same thing.(Credit to OpheliaRose for the tip)

just a note, it doesn't pop up till you finish the level. i was wandering round for ages waiting for it to happen.

Mine popped up after i unpaused the game. Oh well at least you still got the achievement

I think that it was a special instance for Mik29 when he/she had to finish the level. It would appear that it just pops instantly for everyone else (myself included).

Just a note... If it's not popping for you...
a)double check to make SURE you've adjusted the top two options (I didn't even notice the "music: on" one at first, haha)
b)this achievement can be popped in the library section of the hogwarts hub world.

I have the xbox one version and the hun world way didn't work at all despite different ways and tries, neither did the restricted section.

Just so people know, the library is the room with the giant green lock on it, the key is found on the floor in the same room

From the solution on the Xbox one full version - You must highlight "accept" and then press the A button and then highlight "resume" and press the A button again (credit to ClawColyer). This is also in Harry Potter 1-4 (or at least that where I got it on the One version)

Simply load up the fourth level from Year 1 and open the pause menu. Click the 'Options' button and change the 'Music' to 'Off' and put the 'Audio Volume' down to 0/10.

Make sure to then click 'Accept' and then "Resume'. Do not exit the menu of your own accord otherwise the Achievement will not unlock.

You can achieve this in two places. Either level 1-4 when you are in the library or when free-roaming, as you will need to go to the library for some collectables. Either way, as the title says, turn down all the sound options in the options menu to 0 and you will get this.
