How to unlock the Bare Essentials achievement in LEGO Rock Band - Definitive Guide

Enter Tour mode and go to your Rock Den. Select the Rock Shop, then Band. Pick a body part (top, legs, etc) and then scroll left or right until you see an item with a price. Buy it and the achievement should unlock right there.

Go to the Rock Shop from your Rock Den. Then go to Band. Then pick anything but instruments and buy a piece. The lowest item is a shirt that costs 1,000 studs. Hair/Hats section does count as clothing and so does the Minifigures section.
