Crazy Delivery can be found in southeast Hawaii on Aloha Street. There you'll meet Charlie, which will initiate the 'Crazy Money' substory and unlock this minigame. Delivering for 'Crazy Eats' involves collecting various items of fast food, then performing extreme stunts before you drop it all off. The faster you can go, the more stunts you pop, and the more deliveries you can successfully make, the higher your score and the better your rank. There's an Easy, Normal, Hard, and Crazy course to beat, and you'll need to clear the quota for each to unlock this.

After the main character flies to Hawaii and completes the introductory quests, you will be given a task to earn money according to the plot, which will lead to the NPC starting this side activity. After you complete the quest, return to it (the NPC) and start the races, there are 4 of them, you just need to complete them, i.e. meet the minimum passing result. The first 3 are available immediately, the last one will open after completing them.
