Tips for leveling up faster:
Defeating mini bosses awards you with high amount of money and xp and good news! Even if their level isn't high as yours they still rewards you with good amount of money and xp .
At first you need to grind in both dungeons(Hawaii and yokohoma)
But then at some point of story The level of enemies get above 52 in free roam areas and also mini bosses will get back and you can easily grind a lot of xp and money by Defeating them.
If you have The dlc and you can start a new game+ then you can get to level 70 much more faster but if you don't have it it's gonna take some time.
If you need a little booster with this grind I recommend you to visit some restaurants they have some combo food for different stats and you gonna need xp combo also there are some accessories that can help you with xp farming.
First one is Ankle weights it will greatly increase xp gained from battle but greatly reduce The mp of user.
How to obtain: by Defeating some mini bosses near to kiryu's hotel
Second one is yakuza greatly gear it's same as Ankle weight but instead of mp it will reduce hp of the user by 100
How to obtain: simply by purchasing it from batting center in Yokohama for 12k points.

The seventh level booster can be obtained at the Sujimon stadium (entrance to the computer store in the Anacondas shopping center) - it is purchased for points that are awarded for winning local challenges. I advise you to complete them after completing the storyline with the Sujimons - with a pumped-up team, everything is done easily and quickly.

The combination of pirate boots + yakuza training gear + ankle weights + "Kiwami" drink gives a 1.7x increase in experience. In the Yokohama dungeon, a lot of experience drops from the Enlightened Wanderer on floors 36-39. I came across one of these floors once per run.

I checked all the options from dozens of guides.
At the same time, for me the most convenient was farming on the street. Unlike dungeons, where you need to look for a specific mob, spend time, etc. (not to mention that you get tired of the same picture), farming in the city is much easier. For a group of mobs that you meet in the city, you give an average of 15-18k experience. At the same time, they are sometimes one-shot, often problem-free. That is, killing 10 groups is often easier and faster than finding that very mob in a dungeon for 160k experience.
