Dismantling items is unlocked after building the supply depot building in the village along with having a smithy built. Once both are built, you can randonly find items during your runs to bring back. When you have items, you can use the newly unlocked crafting menu in the village to dismantle them. If you have enough stockpiled resources you can also build items to dismantle. Just dismantle at least 5 items and the achievement should pop.
