You can do it on chapter 8 after defeating the Greasers .

Is there a certain point in the game where you can sell cars to him? I’m on chapter 4 and I’m unable to do so.

i did it on chapter 12 but i heard you can start since chapter 8, i'll add it to my solution.

After Chapter 8, when you sold the hot rod to Derek at the dock.., you need to meet up again in the bar to pay the $2000, after that, go outside and you will see a "Long Black/Dark car" with 8 windows total.. Called: Lossiter Series 75 hollywood.. You can find this car in "East Side" (Where I got them from..) just set a waypoint to the "Clothing Store"(Where you also can get another achievement.. "Sharp Suiter"(10G).. for buying you're first "Luxery Suit".. in "East Side" and watch for a Long Black/Dark Brown/Dark Bleu/Purple car.. with 8 windows..
But keep in mind, 5/+ locks and you're good!
After Chapter 9, you can sell the "convertible" car to Derek.. And after chapter 11, also again.. And they are pretty easy to find..(The "convertible" ones.. The "Shubert Frigate" and the "Ascot Bailey" and also the "Lossiter Series 75 hollywood" btw..) After chapter 11/12!!.. They spawning ALOT more!..

This is a great solution! There are many of those limos on the street between the Maltese falcon and the luxury suit store. It's then just a 2 minute drive to the docks. Upvote from me!

Cannot be completed before Chapter 3 "Enemy of the State", nor in Chapters 14 "Lift for the Scaffold" and 15 "Per Aspera Ad Astra”.
You will meet Derek in Chapter 3 "Enemy of the State" . The man will give you money in exchange for luxury cars he sends abroad. The easiest way to find these cars is to go to the observatory. The surrounding car park is continuously filled with high-end vehicles. When you get into a car, make sure the name that appears at the bottom right of the screen is in the list. Repeat the operation until you get the trophy.

Derek only takes 2-door cars or nice cars. The first time you drop a car off for him is a "Greaser" hot rod during Chapter 8. His docks are found at the bottom of the map. You will pull behind the building and see a ship with a platform. Drive the car onto the platform and exit your car. Get off the platform and it will be raised onto the ship counting as one car.
The best way to unlock this achievement is to head to the parking lot right next to the northeast corner of Lincoln Park (the big green rectangle in the central western area of the map). Drive to the northeasy corner and there will be a set of stairs leading east down into a parking lot. There seems to always be a Lassiter Series 75 Hollywood that spawns in this parking lot, which is one of the cars Derek accepts.
