This video (not mine) is really helpful in terms of the route.
I failed this mission on the way back to Joe's apartment because I was booking it down the motorway and was killed on impact during a collision (so this video helped me do the run twice) So please note this mission only ends when you return to Joe's apartment, not when the stamps are delivered, nor is there a checkpoint. I used the Jefferson during my run, the first car you own. Also, don't forget to disable the speed limiter if you have it enabled, and keep your eye on the mini map for the cops. Last thing you want is having them pull you over. This is obvious, but don't crash either...

How to Unlock:
-Climb Fence and head near window
-Climb up to the roof to the left of you
-Enter thru the window furthest ahead of you.
-head to main steps and hide behind cover to the right side
-when guard goes left sneak up behind and stealth kill.
-come back to middle pillar.
-wait till 2nd guard is at the beam ahead of you. sneak behind and stealth kill.
-walk down the steps and stealth kill the last.
-go left and to the blue basement door
-head down and turn off the alarms
-go upstairs get the keys ration stamps and GET THE HELL OUT.
Trophy Unlocked!

It is recommended to do this in chapter 3 "Enemy of the state".
By returning the gasoline ration coupons to your employer, your employer will tell you that their expiration date is tomorrow. To avoid losing all that precious money, you are going to have to sell the tickets at six different gas stations before midnight. Use the map to place your marker on the target service station and find the path that leads there. Disable your speed limiter with

After you obtain the gas stamps, you will have to go from gas station to gas station to sell them. You have to sell a total of 6 before the time runs out. Make a good use of way-points on your map as they will help you get to them faster. Start with the gas station nearest you. Then there will be one to the North-East of your map also near you. After that, go to the gas station to the South-East, then to the center, and then the South-West side. Then your final gas station to go to is directly east of the one you were just at. You will go under a tunnel and end up at your final gas station. If all done correctly, you should have plenty of time to spare. Plan ahead and use of the way points; they will help you immensely.
