After you steal the Jefferson with Joe, he will tell you to go to the bodyshop to customise the car.
He pays for everything during this sequence.
After upgrading the engine to "Basic tuning" the achievement will pop. (so make sure you definitely select this option, as it saves you paying for it yourself)

Or if you have the money, just steal any car that isn't in your garage, bring it to the bodyshop & upgrade it once, or upgrade to the max for both achievements.

It is recommended to do this in chapter 2 "The sweetness of the home".
During chapter 2 "The sweetness of the home", after having stolen your first car, Joe will take you to a garage to carry out your improvements. Grand prince, he will take charge of everything. Take advantage of his generosity and buy your first upgrade.
