Anyway.. The best way to do this is to find an armored car. Unfortunately, armored cars do not start appearing in game until chapter 7, and there's more of them in later chapters. Also: Daradarka says that a bus works just as well. I cannot confirm this myself. The best place to find an armored car is around this area:

It's kind of large, but they're there. I circled around there once and spotted 3.

Once you have the armored car, you're pretty much invincible. No amount of bullets can damage the car from the back. It CAN be damaged from the front, however. And occasionally, you'll take some damage even when being shot at from the back, as the bullets sometimes go through the unprotected back windows. This is a very lucky shot on their part, and if it somehow kills you, that is some extremely bad luck on your part.

All you have to do now is get 4 stars. Just drive around and run people over. You could also go on a shooting spree, just make sure your car is nearby. Once you're at 4 stars, wait around for the police to show up, if they haven't already. Once the police show up, I'd recommend simply parking the car and waiting for the 10 minutes to pass. Remember that the armored car is invincible from the sides and the rear, but not the front. With that in mind, when you stop, make sure the rear end of the car is facing the gunfire.

A great way to get this is to park the Armoured Vehicle/Van in Bruski's scrapyard Car Crusher Head First, This way the police won't hurt you and will not enter the car crusher, so you can go do something else whilst you wait :D

SuicideMeatball thinks the 10 minutes may be cumulative:

"You don`t have to do 10 mins in one go. I was trying for this cheev and on my 3rd go i got it after about 30 secs. I think it`s the total time rather than doing it in one go. That`s how it was for me anyway."

Chapter 4

At the end of the mission you will automatically get 4 stars. Kill all but one cop and hide in the alley. The cop won’t come in there. You will need to pop around to keep the 4 star active but it’s really easy.

The Armored Car is even easier but the problem is finding one. You can do the back alley one several times before you even see an armored car timewise.

On Chapter 13 as soon as you exit the Chinese Restaurant, Their will be a roadblock to your left with 5 or 6 cops waiting for you to walk out. Take Cover on the wall to your right and fire a few bullets at the cops and they will continue to shoot back at you but not progress forward. Occasionally they will stop to reload but do not worry as the blue bar will not fully drain before they start shooting again.

The amored Truck is not the only solution. I used "Trago" truck and i drove all around the city with the police cars stuck behind me (pushing me, i had to use brakes lol). Be carefull if you have to turn, the truck can overturn !

I can clarify that this can definitely be done with a bus.

I can also clarify that it is NOT cumulative. You have to do ten minutes all at once. I say this because I did eight minutes once and then seven minutes. When it popped it was after a ten minute haul on my third attempt.

I tried with a bus and then on my second attempt when I accidently came across an armoured truck after fruitless searches, I ended up driving it into some water by mistake, lol.

I finally managed it in a bus. Just get into a bus and mow people down until you get 4 stars. Then keep the cops behind you and drive on the freeway. You don't even have to press the accelarator. Just let them push you as xxx Al pointed out.

You also have to be patient because the ten minutes feels more like twenty. Just keep going and eventually it will pop.

Parking the armoured truck in the car crusher sounds like a good bet too.

Load up chapter 12, head over to central park. Circle around this park and an Armoured Vehicle will most likely spawn (For me it was there on arrival). Before getting in, cause some havoc. Kill peeps and boom cars.

When you have 4 stars (Machine gun logo in bottom left corner) Find a position where when they shoot you, they shoot the back of the truck. This is because the Truck wont take any damage, and they wont put a bullet through the windsheild and kill you.

For me I didn't have to touch the controller, and was just sat in the street. As my console was fading into sleep mode the achievement popped.

Well, I have done this with the Armored Truck eventually but....

I now know how to not do it, you may learn from it;

I stopped my bus. Already having a 3-star warrand and being chased by a patrolcar with 2 police officers.. I shot down one of them and my warrand level went up to 4 stars. I jumped back in the bus and entered Bruski`s terrain to make a stop and waith for the achievement to pop up. Meanwhile the Officer kept on shooting the bus and also giving me some hits now and then. No serieus damage was taken.
This entire time, I remained the blue line indicating that the cops where on to me.

After 20 Minutes, I thought it was save enough to retry it since nothing popped.

You probably have to be chased by "fresh" 4star officers rather then getting chased by an Officer that was a 3star before becoming a 4star.

I found the armoured truck hard to find. But then I started to play all the mission to get the playboy magazines, so when I loaded up chapter 9 I decided to try again. The only way to get this is during the day, so no night time looting!!

I found that in chapter 9 around the docks, if you circle around the clothes store in a figure 8 you should come across the armoured truck before you complete your second lap. I did this twice now and found the trucks easy to find as they spawned regularly.

Then all I did was run over a few people, got the wanted sign and then found the police. Stop the truck and wait for the police to exit their car, run the cops over and you'll get the 4 star wanted level. Then drive onto the bridge and stop the truck again when you only have 1 or 2 police cars, as they exit drive off about 30 metres away and then turn the truck around so that facing towards the police shooting at you. Stop the truck and wait 10 mins.

If you try this on the streets, you run the risk on somebody pulling you out of the truck.
