NOTE: This is during Chapter 3: Enemy of the State

There is an alarm switch in the basement of the Government building. After you stealth kill all of the guards, head to the front desk (where you awkwardly stealth killed the guard sitting in the chair) and face towards the front doors.

From here, head left into the corridors and open the double doors. Head around the elevators and through the blue door. Go down the stairs and head left. The switch is in the 2nd room on the left. Head up and unlock the safe.

If you see a flashing red light above the safe, then you didn't disable the alarm correctly. The achievement will pop as soon as you jump back over the fence.

Gas Stamps

Once you're on your own, head to the government building. Hop the fence and head towards the bath room window.

Make sure to stay in sneaking mode to avoid being detected by the guards. You'll want to sneak up to the top level by taking the stairs on the right. Your stealth kill can kill the enemies with one easy neck break. When the two up top are finished, move to the bottom.

Kill the last guard and steal his Playboy. Instead of heading to the safe right away, take the descending stairs on the other side of the hall to enter the basement. There are more collectables here, but the true goal is the power system. Here, you can disconnect the security alarm, leaving the facility easy to rob.

Enter the director's office and nab the safe keys from his desk. Now, head to the safe just a few steps down the hall. Lock pick the barred door, and then open the safe with your keys. Since the alarm is off, you can swipe the gas stamps with little trouble. Exit the building and return to Henry.

Unfortunately, the stamps will expire tomorrow, so you need to sell them right away. Get into a fast car and drive to six different gas stations to sell off your stamps. There are five around the island your on now, so sell to those first. With time left, head across one of the other bridges to reach another section of Empire Bay to load off the last stamp. Finally, head back to Joe's to finish the chapter.

Missable! In Chapter 3 after the docks you will be asked to break into the Office of Price Administration. You need to get in and get out without being seen. Why most people will miss this is there is a hidden alarm on the safe. You need to head into the basement flip the alarm switch to disable the alarm. Then you’ll be in the clear. Watch the video for exact locations of everything including 2 Playboys in this mission.

Easy way to get this achievement without killing any of the guards.

From Empire General Hospital head towards the Office of Price Administration. There is an alley on the right of the building. At the end of the alley is a fence you have to climb over. After you climb the fence you will see double green doors straight ahead remember this spot. To the left is an open window and left of that is a blue door. Left of the blue door are some crates.

Enter the window next to the blue door. Your in the 1st floor mens restroom. Exit the rest room and stay crouched and go down the hall and open the double doors. When the guard leaves the desk walk behind the security desk past the stairs and open the double doors on the left. Follow the hall until you reach a blue door. Go thru the blue door walk down the stairs and open another door. Go left and open the second door on your left and Disable the safe alarm. Now exit the room and walk straight ahead and open the door that is at the end of the hall and in front of you. On the left is the exit to the double green doors you saw earlier which will be unlocked now. Just walk up the coal hill and climb thru the green door.

Climb the crates next to the blue door on the left and climb up to a platform and onto the roof. There is an open office window by the vents. Climb thru the window. Open the office door and head straight while crouched a guard will be walking on your left and another is sitting at the security desk down the stairs on your left don't stop just keep walking when you pass the stairs go left then go right. Go left again you should see the directors office on your left. Take the key on the desk.

Before exiting the office wait until the guard walks down the stairs just to the left you can see him thru the office door green glass another guard will approach from the hall that you must go thru. When you exit the office go down the hall from which the guard came from. Turn right then turn left and enter the first door on the left which is the room with the safe. Pick the lock and open the safe. When you exit the room with the safe just walk past the stairs and go in the office you entered earlier thru the window. The door should be open if you didn't close it earlier. Go outside and climb down and head to the alley and achievement should pop.
