Good News: Unlike the "Faster, Baby!" DLC, the tracker was spot on and unlocked at 50 for me. No glitches this time.
Bad News: Unless picked up during the DLC mission "In Country" (possible other areas TBC), the gun you need is unavailable for purchase to you until you complete all 9 districts with Vito alive and/or Vito's favours (not sure which criteria it is yet). Either way, that's hours of your time.
However, don't fear for if you have not yet done "In Country" (first mission out of New Bordeaux) you can still pick up the Hartmann easily.
So, for this achievement, you will need to do 2 things:
1) To complete the Stones Unturned DLC for the Party Animal outfit whilst also picking up the Hartman. Easy.
2) To pickup the Hartmann 7.62 gun during "In Country" (or do the long, painful route of completingall 9 districts with Vito alive and/or Vito's favours (not sure which criteria it is yet)). Close to the start is a battle site, before you interrogate a militant. In one of the buildings in this first main battle is the weapon in a easy to find open crate.
Once you have the Hartmann via pickup, KEEP THIS ON YOU AT ALL TIMES throughout the DLC, having a good pistol to back you up. Complete the DLC, and when you end up back in New Bordeaux you'll still have the Hartmann equipped. Then do the following.
1) Change into your new Party Animal outfit.
2) Go to the police station in French Ward and keep killing 15-20 cops per go.
3) Die on purpose when you run out of ammo / health. Dying actually helps as it triggers an autosave which keeps track of your kills.
4) Restock on ammo, then rinse & repeat. If, like me, refilling ammo is not working then shoot a few rounds out of your secondary weapon so both guns need refilling, this worked every time for me.
START DLC Stones Unturned. Once you're on a tropical island, you will have the first outpost with mercenaries. On the left side of the camp are large chests of arms, and in one of them Hartmann 7.62mm. You take him and you pass the entire DLC with this weapon. When finished, you'll get Party Animal outfit.
You are disguising yourself, under no circumstances throw this weapon away. It is always in your inventory. Now you're looking for red targets on the map, and you're killing 50 enemies. The achievement will jump to 100%, you do not have to do favors for Vito to have available weapons.
The only requirement is when you take Hartmann 7.62mm from the camp, do not throw it away until you finish the DLC, and then dress up in party suits and kill 50 enemies on the map. After you have achieved the achievement, the weapon can be thrown away, even though it will be blocked in the mobile store.
POTENTIALLY MISSABLE
The Party Animal outfit is unlocked for free as soon as you beat the story. You can change into it at any safehouse by going to the Special Outfit category and selecting it. It looks like a Hawaiian shirt.
The Hartman 7.62mm is only unlocked as a Favor from Vito and it's quite late into the main game so if you killed Vito, you might not be able to unlock this weapon. Some people have claimed it’s still possible to obtain even if you kill Vito, however I personally don't know how. See here for details: LINK
You can also find this weapon in one of the DLC missions on the island but you won't be able to make progress on the trophy since you won't have the outfit unlocked at that time. If you somehow manage to keep the weapon in your inventory until after all the missions have finished, you can switch outfits and start making progress on the trophy.
You must kill 50 enemies with the Hartmann 7.62mm while having the Party Animal outfit equipped. Note that the game will not count enemies as "enemies" unless they are in combat with you so point the gun in their direction until the indicator on the bottom right says Combat, then you're free to kill them.
Once you kill your 50th enemy while wearing the correct outfit, the trophy will pop.
