I finished the main compagne but It didn't pop for me I will most likely have to restart the game when I'm done with the dlc

Story Related.
Cassandra is the first underboss you’ll obtain after completing the Story Mission “Old Time’s Sake”. Trail the Haitians to a warehouse and interrogate the Informant. Kill or recruit him, then head to the Pierced Heart Voodoo Shop to find Cassandra. She’ll be convinced automatically.
