How to unlock the Softened 'Em Up achievement in Mafia III: Definitive Edition - Definitive Guide

This is first available during the 'the way of the flesh'. This is the prostituion quest line started by The Voice.

You will be tasked with destroying Merles racket to the guns of $15,000. After freeing the girls, you will have two enforcer targets to kill.

You must kill both of these before returning to The Voice. It is possible to finish this questline by only killing one if you meet the target earlier.

This works on any other mission where your tasked with destroying a rackets enforcers.

I got confused with this as after freeing the girls two came at me but it wasnt Enforcers.
After driving back to the CIA and then to the Voice there is a new mission called "Kill Merles Pimps" on which there is one Enforcer. After that there is the mission "Kill Merle Jackson" which has another Enforcer but didnt get the achievement after killing those two.

Enforcers are shown on the map as a skull symbol. For this trophy you should take out all of the skull symbols before continuing with the racket. You will get a warning that all content will be missed if you continue, so you will know if you are about to miss this. Generally it makes sense to go for this one on every racket as any enforcers you leave behind will chase you down and try to kill you at random points until you kill them.

Note though that you should leave all enforcers at least 1 time for the trophy:

Each racket will typically have 2-3 Enforcers. After the first introduction with your local contact, you’ll be given objectives that’ll damage the racket’s profits, including eliminating Enforcers. For this trophy, you’ll need to kill all Enforcers prior to confronting the racket boss.

When you’ve done enough damage to a racket, speak again with your contact person for that racket. An onscreen prompt will appear and ask for your confirmation if you wish to confront the racket boss now. Any remaining Enforcers that were not eliminated will show up to defend the Racket Boss if you choose to proceed with confronting the Racket Boss. For I’m Goin’ In! trophy, you must leave all Enforcers alive and only damage the rackets profits through other means.
