How to unlock the Spotter achievement in Mafia III: Definitive Edition - Definitive Guide
Just go to the building where the bounty hunting missions are (in the Bayou just south of the Southdowns) and in the garage will be a Sniper Support sitting on a crate. In order to get these to reappear, just drive down to the bridge to the south and then drive back.
When you're all stocked up, point your gun at a nearby npc so they call the cops and then use all three of the Sniper Supports on them. Rinse and repeat until the achievement pops. Easy and no cost.
You can buy more sniper support token form the arms dealer for $3500 each, but you DON'T need to buy any of them.
I found that if you do a mission that has enemies outside you can snipe them and then get yourself killed and re spawn at the last Checkpoint and do it again.
I did this on the mission right after getting the sniper support "Welcome to the show" where the game gives you 3 token for free. the current objective is "FIND ALDRIDGE" i cleared the first area with the small scene where the guard is talking about how he killed the other guys friend. Went through the build to the open backyard where 2 guards are beating on one guy. there are five guys in the area to kill. You should be able to kill at least 4 of them with sniper support before you run into the next building. When in the next building just let yourself die and you will spawn right where the 2 guards are beating on the guy and then just rinse and repeat. In about 5-10 minutes you will have the achievement.

You can only carry 3 at a time, but luckily, if you call the Arms Dealer, you can restock, its in the Explosive category all the way to the right for $3500 a piece

This was Posted by ME3TSPINNER in another solution: If you go back to Marshall's place, just inside the garage where you turn in your captured bounties on the right is a token for calling snipers.....When you move away from Marshall's place and come back (you don't even have to go that far away), they will reset and you can pick them up/use them again.

Another tip posted by Allgorhythm: I can confirm that Marshall will snipe all enemies within the circle. Sometimes he will miss or need more than one shot for the kill. However, as long as you've got the green indicator when you call the sniper, you will get all kills within the radius and it will count as just a single use of the sniper.

Meaning you can get multiple kills as long as there are multiple enemies in the "green circle" when you "throw the grenade"
From my experience I wanted to test out Allgorhythm's idea, I was playing just for fun after I got all cheevos....I "marked" 5 enemies with the "Spotter Grenade", even AFTER they left the radius of the "green circle" after I tossed it, Marshall still got all 5!!! Plus Meetspinners's idea about throwing a Zemi Grenade works to get them even more bunched up!!!
For this I went back to the ol' faithful, the Downtown Police Station. Make sure you have the cops after you before you start to pick them off using the sniper ability (i tallied it while doing it when they weren't after me, and it didn't work). Highlight a police officer and let go of RB, a second or two later they'll be shot and dead. Keep doing this till the achievement pops.
Avoid a cluster of two down at the dock area at the back, every time I went to take them out, my game crashed to the dashboard.
You will most likely need to grind this out a bit. You unlock the Sniper Support after finishing the first story mission in this DLC, "Creature of Habit". To equip the Sniper Support, hold and use to cycle to the icon that looks like a target on a head. Now hold to aim at an enemy and if it’s a viable target, it turns green. Once you let go of the trigger, Marshall will take out that enemy. Note that the enemies must be attacking you for the game to keep track. If you use the ability on an unaware enemy, the game will not recognize them as "enemies" and thus not give you credit for the kill so get them into attacking you before using the ability on them.
During this DLC's story missions, you can find walkie-talkies that refill your "ammo" for this ability or you can call in the Arms Dealer but each shot costs $3,500 to buy so be prepared to spend a decent amount of money to get this trophy. Once you get your 30th kill with the ability, the trophy will pop.
