This is story related and unmissable. Soon in game you will be introduced to wiretaps. Wiretapping Junction Boxes will reveal collectibles and targets of opportunity, after wiretapping first Junction box you'll earn this achievement.

Also worth noting: continuing on from this point, it seems to take 3 circuit boards to complete a wiretap. So grab them whenever they show on the map so you always have a good supply on hand.

Didn't unlock for me I've done at least 5 junction boxes since the first one and nothing.

Agreed, this one is buggy and didn't unlock for me where it should have. Not sure what the conditions have to be for it to fail... Will be restarting my playthrough....

Story related. After taking over the Prostitution Racket, Clayton will meet up with Donovan to discuss the next target – Delray Hollow Smack Racket. This is also where you’ll be introduced to the wiretapping tutorial.
