This achievement is story related and unlocks at the conclusion of the Kill Remy Duvall mission. After Lincoln burns Remi Duvall on a cross, there is a cut scene describing the event. Following the cut scene, a banner appears stating that the mission is complete. The achievement is then unlocked.
There are prerequisites for the Kill Remy Duvall mission, Lincoln must secure both Frisco Fields Rackets--Southern Union and PCP. To complete the Kill Remy Duvall mission, Lincoln must then find and interrogate a Southern Union Deacon. He learns that Remy Duvall is at a Southern Union Rally. He goes there, incapacitates Duvall, and takes out enemy forces. Finally, Lincoln confronts Duvall and makes his statement. After the ensuing cut scene, we are informed that the mission is complete and the achievement unlocks as shown in the following video:

As you have seen for yourself, Mafia III is very buggy and many achievements are glitched. You can read about them in the Mafia III: Definitive Edition Forum but the first thing people recommend is clearing the cache:
Turn off the console by holding the
button on the console for at least ten seconds and then unplug the console from the wall for at least 20 seconds. If you can, load a save made just before the achievement was supposed to pop. Unfortunately, you can't make manual saves in Mafia III but, hopefully, one of the 3 autosaves will start you at the right point.

Not a particularly tough mission. I used one of my typical load-outs: silenced .22 pistol and MP5 and didn't have much trouble.
The first two enemies will eventually separate, which makes them easier to take down. Once you have, climb the hill and sneak up on the Klan meeting. You can try to pick off enemies on the edges ...or do what I did and just start chucking grenades into the crowd.
Make sure you take cover first so you can relocate before they return fire. Once you've wiped out Remy's goons the man himself comes down from the wall of the fort into the courtyard. At that point he's just as vunerable as every other boss character. Automatic fire is generally your best bet, as the staggering effect prevents them from returning fire.
After Remy's grisly demise, you'll get your achievement.

One of the easiest ways for all these kill missions is to always call a Hit Squad in while you sit back and relax. You'd need to spend $500,000 for an achievement anyway, so constantly calling them in at $3,000 a pop will help towards it. I'd also buy a vest just in case. For Remy, tossing a frag grenade on stage where he was "addressing the crowd" would be sufficient to nail him. Let the Hit Squad take out the rest of the enemies until there are only one or two left, and then go out and kill them all.
To make this mission appear, you'd need to complete the PCP and Southern Union rackets. Before heading to Remy, you'd also need to drive an area, and look for a moving car that has an informant. T-bone the car, and toss a frag to kill off the protectors. Interrogate the informant to get the marker to kill Remy. Just FYI because trying to find the informant got me stumped a little. At this point of the game, you may also get enemy hit squad on you as well. Easy way to fend them off is to upgrade your car's armor, sit inside, and call a Hit Squad in to deal with them.

Story Related.
The mission “Kill Remy Duvall” is available from Donovan upon conquering the Southern Union and PCP rackets in Frisco Fields. After speaking with Donovan, drive around Frisco Fields until you get attacked by a hit squad. Eliminate everyone except the driver, then interrogate him to get Remy’s location. Kill the hostiles at the rally then confront Remy.
