This achievement will require you to play as China. Progress to Era IV "Multiplanetary Species" and research the mission "Mars Prep: Robotic Rover" along with the "Tianwen-1" payload. Successful completion of this mission unlocks the achievement.
At least at of the time of writing this, there is no rover labeled in-game as the "Zhurong Rover" like the achievement description suggests. Tianwen-1 is the mission name of the real life Zhurong rover however. Just thought I'd put that out there to clear up any possible confusion
