If you are going for full completion of this game this achievement should occur naturally due to the total number of launches required and eventually RNG will all fall into place.

You do not need a 99% reliable rocket to get this to work but that may be useful if you intend to grind the achievement. As long as at the launchpad the critical failure chance is 1%, you have an opportunity for this to occur. I had a low 90% reliable rocket with a few percentages of negative event chance but still a 1% critical chance and it unlocked when the rocket exploded. When I re loaded the auto save the launch day weather changed so that rockets critical failure chance changed. IE if the same rocket launched in terrible weather the critical chance would increase and it wouldn't have been eligible for the achievement.

If you want to minimize variable RNG in order to grind the achievement, you can build a 99% reliable rocket through a combination of parts that are inherently reliable, parts experience, contractor effects, and/or any positive random effects that occur during manufacture. As long as the final reliability before launch day weather and any mission training effects is 99%, the rocket is also eligible for the achievement. Launch the rocket and if it doesn't explode then load the auto save from the pause menu once the first payload phase begins. Don't auto resolve the mission after launch as that will overwrite the auto save. Or you can just create a manual save the month before the launch.
From what I read on other forums, this method can actually benefit from terrible weather as it will increase the chance of critical failure but the game still looks that your rocket had an inherent 1% chance of critical failure.
