Just like Red Skull and Captain America all you have to do is defeat 50 enemies with Bucky's heroic attack. His attack is a massive electrical field, so it's a pretty easy attack to hit enemies with.

Defeat 50 enemies with Bucky’s Heroic Attack
Easy, just get the meter filled and use your Heroic attack on 50 enemies.
The best place to farm this is Episode/Chapter 4, right at the start you have to protect 3 power cores. There are massive amounts of enemies spawning there so you'll have plenty of time to do around 30-40 Heroic Attack kills. They all group up around the power cores which makes them really easy to hit too.
