How to unlock the The Justicar achievement in Mass Effect 2 - Definitive Guide

Head to Illium and speak with Liara. She'll tell you to go down to the transportation area to speak to Officer Dara, who'll take you to the spaceport. Speak to Detective Anya, and from there, trigger the mission, which is not that hard. Once you finish the mission, the achievement will appear.

NOTE- Once you go to the spaceport, you will not be allowed to return to the rest of Illium or the Normandy until you complete the mission.

This mission will be available after completing the mission on Horizon. The Illusive Man will give you another three dossiers. On Illium, ask Liara T’Soni about Samara. She’ll direct you to the transportation hub and Officer Dara. She’ll tell you where she went and how to get to her. When you arrive, you’ll find a crime scene. Speak to the detective in the police station and she’ll tell you that she has to take Samara into custody if she won’t leave. Unfortunately, Samara is on an investigation that you will have to complete for her. She is searching for the name of the ship that her target left on. Ask the volus, Pitne For, about the ship’s name. He’ll tell you that in order to get the name of the ship, you’ll have to go into the Eclipse base and retrieve it. This is a good mission to make some progress on Warp Specialist. You’ll encounter plenty of enemies with barrier. Towards the end, you’ll encounter a gunship. As you’ve done before, use your heavy weapons on it. The gunship will fly far enough away so that you can’t hit it once you’ve done significant damage to it, then it will rush straight at you and get behind you. Finish it off quickly before it can do much damage with missiles. After you defeat the leader of the Eclipse mercenaries, you’ll find the information Samara was after. In the base, you’ll find the evidence that Detective Anaya was looking for. Bring all of that back to the police station and free Samara.
