This is part of the Lair of the Shadow Broker DLC that was included in the new edition of the game. This is not part of the main storyline, however, it is doable anytime after it becomes available after meeting Liara on Illium.
Strangely with this version, you unlock it as soon as you meet the actual shadow broker on his ship, right before the fight. In the original game I remember this unlocking after you defeated him, but either way, this achievement is unmissable when doing this mission.

It's not unmissable, since the mission isn't mandatory for beating the game.

I meant it’s unmissable in doing the mission itself but yes I know what you mean maybe I’ll edit to be more clear. Should still be able to do the mission even after beating the game

The, Pants, Party
This quest can be done any time after meeting Liara on Illium. Once you obtain the quest, simply complete it to unlock this achievement. There is nothing else special to do in the content achievement-wise, so just finish it up for the achievement. A walkthrough can be found HERE.
