You'll get this automatically as part of the main quest after completing Eden Prime and spending some time investigating Saren on the Citadel.

You can go right to the council after landing on the citadel if you don't feel like exploring.

This is acquired through regular story progression, and will pop up immediately after the cutscene in which you are given Spectre status.
However, it should be note - though it's not concrete - that there's a possibility of gaining more EXP toward your "Spectre level up" if you conduct more progress VIA side quests before you approach the council to become a spectre.
Once more, this is not concrete, but a possibility and worth giving a shot if you're on your first playthrough. Which you will be if you're working on getting this achievement, obviously.

This is a part of the story, and cannot be missed. After finishing Eden Prime, you will go back to the Citadel and you must build a case against Saren. Proceed normally until eventually you'll be told of someone who has information against him. When you find the person and meet with the Council afterwards, you will officially become a Spectre, and unlock this achievement.
