If you want to get this achievement as fast as possible, you can use the following pass word which has the helmet, arm, and chest upgrades already. Then play through the start of Chill Penguin’s stage and get the leg upgrade and the achievement.

If you want to actually get all the armor upgrades yourself, they can be found in the following locations:
Leg Upgrade - Chill Penguin’s stage: impossible to miss
Helmet Upgrade - Storm Eagle’s stage: Right after jumping across the floating platforms with the flamethrower enemies, climb the tall scaffolding and slide down the other side and dash jump to the ledge on the right. Blow up the explosive canisters and inside is the upgrade capsule.
Chest Upgrade - Sting Chameleon’s stage: right after the first section of the level, instead of proceeding into the cave, dash jump above the cave and climb up the wall. Here you will fight a very easy reploid but it has a lot of health. Once defeated, the capsule will appear.
Arm Upgrade - Flame Mammoth’s stage (requires helmet upgrade): right after the first section, when you drop down a hole. As you approach the next platform elevated above the lava, you will see gray blocks in the celing. You must dash jump from the elevated platform and then repeatedly jump to destroy the lower bricks. Then you can climb up the walls and break the blocks above you with your helmet and at the top is the upgrade capsule.
Additionally, with this code you can get the “Never Hearts to Be Careful” achievement. On Chill Penguin’s stage, just continue out of the cave and use the ride armor to jump off the small blue pipe to get on the roof of the next building. Then use Flame Mammoth’s weapon to destroy the blue thing the bug-bots come out of for the last heart container and the achievement.

The one in Flame Mammoth stage is tricky to get due to the height and distance. It requires precise timing and then quickly jumping up the wall to avoid falling off.

Any password with 3 upgrade parts unlocked so we can just pick up the last one?

There are four armor capsules in Mega Man X, each granting X an upgrade part.
The armor capsules are located in the following areas:
- Foot Parts: Unmissable, located midway in Chill Penguin’s stage. You HAVE to collect them to proceed.
- Body Parts: Located in a hidden area of Sting Chameleon’s stage, above the area where rocks fall from the ceiling and requires the Foot Parts to reach it. Climb up there, defeat the RT-55J and the capsule will appear. This is a long fight, but easy. Just shoot it in the head and dodge.
- Head Parts: Located in a hidden area of Storm Eagle’s stage, right after the large pit. Climb the tall, thin piece of scaffolding and go into the area to the lower right. Use the Fire Wave or X-Buster to destroy the canisters blocking the entrance to the room with the capsule.
- Arm Parts: Located in Flame Mammoth’s stage in the room with all the Dig Labors, the Sub Tank and the Heart Tank. You need the Foot Parts and Head Parts to reach it with cracker-jack perfection on your dash jump of the very edge of the below bridge to reach it. Alternatively, collect it from Zero in Sigma Stage 1.
This password will five you 3 of the 4 armor parts, minus the Arm parts.
