As far as I can tell this is the "Runnin' with the Devil" achievement awarded when "You verified Blanco".
Follow the main storyline missions and you will be asked to take out the oil rig in the middle of the lake. Blanco is on that oil rig. The achievement doesn't unlock until you complete the whole mission, you have to destroy the oil rig as well as verifying Blanco.
