How to unlock the Supplier achievement in Merchant of the Skies - Definitive Guide
Don’t do this early, do it once you’ve completed almost every other possible task, have all your upgrades and piles of spare raw and advanced materials.
I did it aggressively and was stuck running around the maps delivering bread and apple juice between everything else which was decidedly less fun. I have no idea what happens if you let the Loyalty levels of the inns drop after you’ve completed the quest but I was too emotionally invested to try it.
The good news is they remain happy if they have either bread or apple juice. Since they consume way more bread this is very nice.
The only thing you’ll want a jump on is Jars from a built out Sand island. 200-300 should be way more than enough.
After you’ve found all four inns inconveniently located about the map find two adjacent apple islands and one wheat island. Build them out. Apple juice produces slower and the top level buildings cost a lot of materials so it’s better two have 2 level 3 or level 4 juice producing buildings going at once. Max the storage on both and drop off half your jars in each. A level one Windmill and Oven ought to produce enough bread. Wheat and Apples are cheap even when bought from expensive locations so just add to the stocks if your gatherers fall behind.
The inns need to consume some of the food to raise their loyalty to Loyal. You’ll want to drop off 20 Bread and 20 Juice to each so wait until you have about 140 Bread and 100 Juice. Drop of the max at each inn and then go do whatever, when the first inn gets down to about 12 Bread go top them all off. By the time you’ve topped off the last one you’ll have only a few more in game days before they’re all Loyal and the quest completed and the achievement pops.
You should have enough production to top them off until the end of the game. Your Wheat island storage will probably fill up with Flour so keep an eye out that there’s room for new stacks of Bread. As long as they have Juice or Bread, though, they’ll stay happy.

I delivered 20 of each to all 4 inns and when I revisited the 1st inn to top it up the achievement popped.
If the inns run out their trust level drops back to the beginning level and you have to start again.

Ah good to know! I still think this is better left until end of the campaign. I can’t remember if inns exist on the free play maps but if they do, being able to automate deliveries would make the whole concept a lot more fun.
