okay so first off you need to beat all of the regional champs, aka the hills champ, downtown champ, beach champ etc.

once you beat them, you will open up the opportunity to race against the city champ. you have to beat him in order to race *any* of the car-specific champs.

once you beat the city champ, you will start to unlock the car champs after you reach the highest level of skill in each type of car.

when you unlock the luxury champ, he will be racing in a suped-up Mercedes Benz SL65 AMG. in order to beat him you must be racing in a luxury car yourself. I reccomend buying the SL65 if you have enough money, because it has the best handling of all the luxury vehicles, DLC included.

Because of the somewhat adjusted rubber-band AI that was implemented in the title update, you can now beat the champ with an luxury car that has lower stats. If you can't handle or afford the SL65 AMG, go ahead and max out the Mercedes S600 or the DUB version of it and make sure you know how to handle the car comfortably.

Anyway, you must beat the champ in only one race, and if you lose you can retry as many times as you like. Just make sure that you pick the fastest and most advanced luxury vehicle that you are 100% comfortable with, otherwise you will find little success

All you need to do to unlock the champ is win 35 races in a luxury car after you defeat the city champ.

In order to challenge each of the Vehicle Type Champions, you will need to have 35 wins in the said vehicle type after unlocking Group 4 Vehicles at around 16,500-18,000 rep (sometime after reaching Champion Rank). You will also need to become City Champ for these missions to spawn assuming you met the requirements.

You can just repeat Welcome to Hollywood or Sunset and Vine as these races would average around a minute and have an easy track layout. Just repeat it until you reach 35 wins in a Luxury car (after unlock group 4 vehicles) and receive the call (assuming you are already City Champ).

You can also do Freeway Races, Red Light Races, Wager Races, Tournaments, Series Races or Goal Attack races to farm the required wins.

The Luxury Champ is Lester, who drives a Mercedes-Benz SL 65 AMG, and you will face him in a one-on-one duel in a random track in Downtown, The SL65 AMG is one of the fastest luxury cars in the game, so use any Mercedes-Benz or the Cadillac XLR-V when going up against him.
