Just some tidbits for you guys, didn't feel it needed a solution all by itself.
While on the interstate if you can do this at 120MPH it will take 25 Minutes. So after 30 minutes of actual driving (getting back up to speed if you crash, being on 4 wheels for entrance and exit and transfers, etc.) this one should pop. The faster you go the less time you need to grind. (laughing at myself cause for the first 20 miles of me doing it was on the interstate but I would go on 2 wheels as soon as I could at about 40, don't do it it takes forever to speed up to 120MPH on two wheels.

Go to race editor to avoid traffic and cops chasing you...do it while on daylight to make it easy to see...no worries about damage you can crash and you will still be intact. My personal pick was the Nissan 98 240SX because it is a slow car and since you have to move the stick very carefully to keep the car on the road it was the best choice for me...of course that if you got more skills you should pick a faster car...i also fully upgraded everything related to handling making it even better but works without it. I was able to get around 12 to 13 miles each turn around the city on the freeway...so i got the achievement in no time. To drive on two wheels hold B Button and press the Left Stick to left or right while accelerating.
I'm pretty sure that if you simply go into race editor mode, position your car on the free way, you can do this and the wheelie one without any traffic at all.
