The "complete edition" with South Central has 5 time trials. If you have the complete edition, as you progress through the career the South Central time trial will unlock BEFORE the 4th time trial on the normal game.
The achievement will NOT unlock after the first 4 time trials if you have the complete edition with South Central. This is because the South Central time trial does NOT go towards the "uncle time" achievement. Just continue to play through the career and another one will unlock in the hills. Once you finish that time trial, the achievement will unlock.
I came to it when I was about 60% done with the career...may or may not be the same for you.

easiest to do this in one of the earliest time trials you get, when the cars are slower to begin with and also are available in the easiest locations. when you are nearing the finish line, stop about 50 to 100 feet behind the checkpoint and wait until the counter reaches ~5 seconds. then blast off and try to cross the line with a second or less. this helps because every time you beat a time, the new time to beat is lower than your best so far, which can get really really hard if you do a perfect run your first try

This is a good "how to" for winning the time trials, but what are the 4 time trials that the achievement requires? I have seen 4 trials (SC included) and beat the first mission on each and no achievement.

Time trials will gradually become available as you progress through the game. There are a maximum of 4 at any given time, one for each area of LA. Each time trial opens with a single car that you can do run on. (After you fully complete the trial for the first car, other cars become available to attempt the trial on.) For each car, there are three levels of difficulty. Just beat the first tier in a time trial in each area.
