Sponges can be found in ocean monuments. They are located just inside the front entrance, inside a closed room. You have to mine through a wall to find them. There should be around 20 sponges in here, and you only need one. To wet a sponge, you must place it near a water source block. Then you just need to cook it in a furnace for the achievement.

Make sure that the furnace you use isn't connected to hoppers to pull completed items. The achievement only popped for me after I disconnected it from the hopper and physically removed the dry sponge from the furnace.

Hardest part is finding a sponge...you can get one from defeating an Elder Guardian.
You can watch my video for "The Deep End" if you want to see how to find/defeat an Elder Guardian.
Once you have a sponge, get it wet by placing it in some water, pick it up, then put it into a hot furnace to dry it out.
