While you are on the Fortress track you will need to get a level 2 Chain Bolt (the Purple Power Up) then hang back and keep racing until you see a cluster of at least 3 other racers. When you shoot the electro bolt at them, at least 3 racers have to be hit with that single Chain Bolt.
