Every race track has one event where you are up against the champion.
You should be able to see this when you select the level. It will also play a little video of the champion monster truck.
There are 8 of these in total, normally the 2nd/3rd or 4th event in the track.
Once you beat them all (any difficulty) this should pop.
The last one for me was in las Vegas ( the last track you unlock), the 2nd event Vs the Mohawk truck.

Once you beat the final home crowd favorite at their home track this will unlock. It is unmissable if you are going for platinum in which you need to get gold in all events anyway. If you play the game in the same order each event unlocks you will get this in the third event at Oakland. It is a Gate Rush event.
